KDE Daemon has mapping for switching between displays that are bound to Meta+P.
P = L in dvorak so that is how it can interfere with Win-L (or s-l as it is called in emacs)
s-l is used by default in Emacs LSP bindings
Disable that binding as most laptops have dedicated Fn-button for switching displays anyway
